6. Highly debatable. There is good reason to believe that the actual votes on the 16th Amendment by the various State Legislatures were modified by Secretary of State Philander Knox. The 16th Amendment was intended to be much like Rangel's current proposal to reinstate the military draft; a political manipulation that is not intended to actually pass, but to put political opponents in the position of opposing a specific bill. It backfired on us all.
