Which states have no income tax? How can these states provide programs without monies?

1. In India the Income Tax is Central Govt. tax. States will get some share in the tax collected in their states. For this financial year 1st April 2008 to 31st March 2009 (FY:08-09) the tax rates in India are: Tax free for a male <65 years of age= Rs.150,000 Tax free for a female < 65 years of age= Rs.180,000 Tax free for Senior citizens (>65 years)= Rs.225,000 Tax slabs: 10% tax between Rs. 150,000 to 300,000 20% tax between Rs. 300,001 to 500,000 30% tax between Rs. 500,001 and above In addition one has to pay 3% education cess on tax payable.
2. Washington State has no income tax. We pay through other things like sales tax, car licensing taxes, property taxes, business taxes. They find a way to get our money too, don't worry.
