What should the rule be about cabinet appointments and payment of personal income taxes?

Is there a level of "excusable error" to consider? If so, what would the limit be?

1. The rules about paying taxes should be the same for all: pay your taxes, or get treated like a criminal tax evader. I wonder if Wesley Snipes could have a role in Obama's cabinet.
