Should Washington, DC have representatives in the senate and house that can actually vote?

DC pays the highest per capita federal income tax rates in the nation. It contributes more taxes ($20 billion) than 19 other states. It has a population large than Wyoming, but Wyoming has more representation. However, DC is only a city and provisions in the Constitution can be interpreted as calling for a neutral territory in which the federal government can operate. What should happen with DC?   1. There is another option. Let global warming and the melting of the antarctic ice cap flood Washington and solve the problem. It would work best if it happened while Congress was in session.
  2. Yes, DC residents should have actual representation in Congress. I don't know which option is best. I'd have to see pros and cons of each. Returning the city to VA/MD looks interesting.
