do everyone that work or live in the US have to file for the IRS 1040 form?

my parents has filed their taxes every year and they just are wondering do everybody that work in the US have to filled out an IRS 1040 forms

2. No, not everyone has to file. You only have to file if you had enough income to exceed the limits set where you have to file.
3. Not everyone has to file. You need to file when you have taxable income (the income after standard deduction and personal exemption) then you file it to see whether you have tax liability. Even if you have no taxable income but you have some income taxes witheld from Federal and State, you should file your return to have the money back.

Not everyone who files is required to use Form 1040. Some have the option to use Form 1040A instead and/or the option to use Form 1040EZ instead. Some are required to use Form 1040NR.
