Do IRS and Revenue Canada share information about those who live in both Canada and the USA?

Would IRS be allowed to share tax information about an individual to Revenue Canada without the individual's knowledge or permission?

1. They don't share TAX information, but they most certainly DO share INCOME information. No consent is required to share information on income and most tax treaties do provide for the mutual exchange of earnings information on each other's citizens.
