In CA, state income tax reduced for 10 year old violation.?
When my friend asked for proof of violation she was told it would cost $20 per record. Is this true? They can withhold money without providing proof. How does she know it wasn't just a mix up. Is there any free way to dispute this?

- Pay the fee then if there is a mistake you have cause for demanding a refund of the fee and the tax withholding. The burden of proof is on you (though that may seem odd).
- Yes, it is true. She will have to pay for the record of the offense and if she challenges it, there may be court costs as well. In many cases, there is a charge just to file the challenge, win or lose, whether it is heard or not.
