What are the rules and regulations for preparing tax returns in the state of Texas?

I have experience in preparing individual tax returns and I was wondering are there any rules and regulations to do so in the state of Texas? I would like to earn extra income on the side and work out of my home, can I do this without having any certification of degree in taxes?

1. Only California and Oregon have competence requirements. Other states let anybody prepare tax returns.
2. Did Texas pass income tax legislation? Last I heard [less than a month ago], Texas was still one of the 8 States that does not have income tax. You must be talking about the Texas franchise tax that has been revised. You can do income taxes for clients over the internet or postal mail, but it is very slow.
