Will the Federal estate tax be eliminated in 2008?

1. No. There's an article here that puts the date at 2009, though.
2. The above is correct, however I wouldn't bet the farm that it actually happens. By then, a new administration will just have been inaugurated and, depending on the budget at the time, it could get extended or reinstated. Estate tax is a big revenue generator.
