Do I need to report Foreign income on my California State Taxes?

I am a bit confused with this. I heard you do not have to. Of course, I want to be sure. I would appreciate hearing from a Tax advisor or CPA. Thanks. We are only talking about $5000 USD

If you are a United States citizen or a resident alien who lives and works abroad, you may qualify to exclude all or part of your foreign salary or wages, or amounts received as compensation for personal services rendered from your income. If you are a United States citizen with a tax home in a foreign country and you meet the bona fide residence test or physical presence test, you may exclude up to the maximum limit allowed for the taxable year. Usually CA follows the federal return. What kind of foreign income are you talking about? Did you receive a 1099? For example, foreign dividends would be reported on Schedule B. If you had foreign tax withheld, you would be able to get a tax credit for this.
