specifically on unclaimed income???? the irs doesnt owe her she owes them. she didnt claim some prize winnings and she got a bill for 8000

Not really sure. Although, if you have any unclaimed income/tax return from IRS, they'll obviously owe you the cash with interest. It's best to contact a tax lawyer to help you claim your cash and to verify the you are actually owed money by the IRS.
Depends I guess on what type of help you're looking for. If a prize was won, and the person should have claimed it but didn't, then they owe not only the back taxes and interest, but probably also penalties. The penalties and interest keep growing until it's taken care of. If you think that the assessment is not correct, the contact the Taxpayer Advocate office at 1-877-777-4778.
