why cant i download older tax forms from the irs website?

1. Probably because if you go back too far you are not eligible for a refund. However you still need to file it if it will result in a payment or in a reduction of your refund.
2. They only have the current year returns posted. You have to write them, requesting appropirate years forms. Find someone who has Turbo tax program for the years you need.
