Is it ok to print IRS forms from the web and send them in?

2. Yes you can. That should not be any problem at all. I have downloaded forms like Schedule D to send in, so you are just fine!
3. Yes, but make sure to use a good quality printer, laser printer, if possible. Some inkjet printed document smear or bleach easily.
4. Yes that's fine. You can't print form W-2 or 1099 from the Internet to give to someone, but you can print any of the forms you need to file your taxes.
