Do I owe Illinois Department of Revenue money?? I just got a notification in the mail that my state tax forms were filed incorrectly. If I agree to the money due, I owe Illinois an additional $821.36 (which includes late payment and interest). But if I disagree, attach my W-2 as proof and send it in. However, I don't know if I'm right or wrong... My W-2 form has $739.34 in box 17, called State Income Tax. Does that mean I owe them that money or are they wrong in making that change? I don't understand taxes very well...there's gotta be a better system then this. Thanks for your answers!
Early pension distributions and state of Illinois taxes? I took an early pension distribution last year from a pension account from a former job. It was not rolled over to another account. I saved enough of the distribution to easily pay the penalty and taxes on my Federal return. I also held out 3% towards state tax in Illinois. TurboTax tells me that I do not owe any state tax on this distribution. (Actually, it tells me the distribution has been deducted for figuring my Illinois income tax return.) I live in Illinois. I am well under 50 years old, and do not and have not owned a business personally, if either of those are germane. I do have a job, and state income tax was withheld correctly for that job. Is TurboTax correct? I am looking for sourced answers, or answers from accountants or other tax professionals who can tell me where in the State of Illinois tax code is the basis of the answer. No best guessed answers, please.
Deduct State and Local Taxes for gasoline? I am going through my receipts for my 2007 tax filing. Instead of deducting my Illinois State Income Taxes on Schedule A, I am looking into deducting my State Sales taxes paid. I know that I can deduct the 6.5% (Kane County) for purchases (excluding groceries and gas) made in stores in my county and 1% for groceries, but what can I deduct for gasoline purchases? I know the price we pay at the pump includes taxes, but can I assume a state & local sales amount in my gas purchases?
Do I have to pay Illinois state tax if I am a Texas resident? I work from home in Texas for an Illinois-based company. I am employed and my company is withholding Illinois tax on my W2. How mucy should I put aside to pay income tax in Illinois? Hi, I am a Illinois resident and currently doing an internship in Florida. I will be here only for 13 weeks and my expected income from this internship is $9880. I also have other sources of income from Illinois, so my expected total income for this year will be around 45~50K. I heard that when I file an income tax report in Illinois, I will have to pay state income tax to Illinois for the Florida income portion, since Florida does not collect income tax. Does Pennsylvania collect state taxes on unemployment compensation? I am a contract engineer and a resident of Alabama. During 2007 I worked in, and paid Alabama and Illinois State taxes. I also collected unemployment compensation from the state of Pennsylvania in 2007 as I worked in Pennsylvania the previous year and paid into PA unemployment that year. I claim the unemployment income on my Federal Taxes. Since the only income I had from PA was unemployment income, firstly does Pennsylvania collect state taxes on unemployment income, and if NO, do I even need to file a state return with PA?

Filing Federal and State Taxes. Husband and I claim different states? My husband and I file joint married for Federal Taxes. Individual Contractor. How do I do quarterly taxes? I just recently became an individual contractor. I'm married and we file jointly. I cannot for the life of me, after days of searching irs.gov, find what percentage of my income I should be withholding and if that percentage every month should be based solely on my income or on my income minus expenses. Rockford Illinois or Lansing Michigan? Which city is a better city in which to live in. The two are somewhat similar, in population distribution, lack of economic growth/stability, income distribution. Illinois state income tax is similar to Michigan's. (NOT the same though) Michigan has no tax on food or medicine. I think Illinois still has 1 cent tax on food or medicine. Illinois public educational system is fair, but the Chicago, Elgin, and Rockford districts pull down the stats nearly every year. Help! Income tax question? I have a question. Last year I made less money but recieved a large\r tax refund. Why is that so. This year i made 21,816. The Federal income tax that was taken out was 2340. The social security tax was 1300...medicare was 300, and illinois state income tax was 626. Why is it that i don't get back all of my federal??? I do not have any children to claim...and i did a mock tax return and it says all i'll get back is 800. Personal Income Tax Question: Nevada S Corporation but live in Illinois? I'm about to incorporate my (just started), online business as a Nevada S Corporation. I live in Illinois. I work full time. My money from my full time job funds my online company. Will I be able to write off my losses (if I lose money) on my IL state and federal taxes? do i have to file city income tax for chicago? I am originally from Ohio and I'm pretty sure we had to file city, state and federal taxes individually. How to Report Rental Property Loss to Minimize Taxes Legally? I live in California and have a rental property in Illinois. 2008 is the first year I started the rental activity. I had a loss of $20K (including depreciation) but the allowed loss is only about $5K because of my gross income is close to the phase-out limit of $150K. I expect my gross income to decrease in 2009. I have the following questions regarding filing taxes: 1. Can I carry over the un-allowed loss to 2009? Is there a limit on the number of years carry-over can last? 2. Should I still claim depreciation for 2008 even if it doesn't increase the allowed loss? 3. If I don't claim depreciation for 2008, can I claim it for 2009? Will the next depreciation be the total of depreciation for 2008 (because I didn't claimed it) plus the depreciation for 2009 or will it just be the amount for 2009? In other words, is depreciation accumulative or use-it-or-lose-it? 4. Is it legal to report mortgage interest and property tax for the rental property on Schedule A instead of Schedule C? Because of the phase out limit, I am not able to deduct much from Schedule C. 5. When filing 2008 state returns, do I report the rental loss on my Illinois return or California return? Illinois has lower state income tax rate than California. I have 2008 W-2 income from my previous employer in Illinois so I have to file an Illinois return although I moved to California on 12/31/2007. 6. For 2009, I will not have any W-2 income from Illinois. But I pay property tax to Illinois because of the rental property. Do I still need to file Illinois state return?
Tax credits for volunteer firefighters in Illinois? Is there any tax credit for vollie firefighters in Illinois? I looked and could not find any thing, though another friend of mine told me there was an equipment allowance of $500.00 that you can file on your state income tax. Do you live in Illinois? How do you feel about the proposed tax increase? Recently, the appointed Gov. Quinn proposed a state income tax hike of 50%. This is a man that was NOT elected Governor, and has made comments that he isn’t really interested in holding the office. There are plenty of elected officials that this has to get past that did get elected and are most likely still want their jobs. These are the people to put the pressure on. Even the ones that are not directly involved, and may not have a vote for or against. They are people. They know other people, and the can be annoyed and pressured to annoying and pressuring other people. Politics is a dirty game, and politicians must be played with no rules. It is my goal to reach as many people as possible, to fax, e-mail, write letters, make phone calls, and generally let every person with political power in the State that supporting this tax hike, or for that matter, not strongly opposing it, will cost them elections, donations, and support. Our government is meant to be For the People, By the People. The People should have the power to influence the Government, and it is high time that we let them know that we do have the ultimate power, and can knock them down from power. Much like the American people let Congress know exactly how we felt about giving Illegal Immigrants amnesty, forcing them to vote the measure down, we can do the same here in Illinois. There are only so many faxes that an office can handle. Only so many phone calls that interns and admins can take. E-mails, while easily ignored, do send a powerful message when sent in force, and enough people sending them over and over can slow down other processes. Letters are physical presences that demand attention, even if never replied to. Let’s do this People. We Are The People. We have the power, strength, and the force of will to stop this, and get our state back on track. Lets stop allowing the Government of the State of Illinois to make us a laughing stock. Let’s attack on all fronts. E-mails, faxes and phone calls can be easily sent to everyone that holds an office, from Quinn’s office on down. They can’t all ignore all of us. Will they take from my federal or state refund? I owe a few hundred dollars from my state taxes from filing year 2006. I already know there is an offset in place. My question is this... I filed my federal income tax first, then about a week later I filed my state income tax. Which will they take the money that I owe from...federal or state? Is this True ? ......No Tax...on Wages ? American Citizen's, living and working in the 50 states have no liability to pay federal income taxes and no liability to pay state income taxes, since the Constitution of the United States of America clearly does not allow for a DIRECT, UNAPPORTIONED TAX on Citizen's property or on the fruit of their labors. The recent case in Illinois, United States v. Robert Lawrence highlighted the fraudulent 1040, which does not contain a valid OMB number. The govt asked for the case to be dismissed, because Lawrence's atty intended to expose the fraud and the government was smart enough to realize that this would also expose the Constitutional tort existent because the income tax is a direct unapportioned tax.. The 16th Amendment does not change Constitutional taxation, because it is limited to the word “income”, which is not redefined in this amendment. Here the term “income” means that on which an excise tax can be levied. “Income” does not refer to earnings for work. This was confirmed by at least 8 Supreme Court rulings, and has never been overturned. The 16th Amendment does not repeal the Constitution’s principles of taxation. The 16th Amendment granted Congress no new powers of taxation. This amendment is a statement about excise taxes, and certainly does not allow for a new direct tax on earnings for work. Income is not specifically defined in the IRS Manuals nor is it defined in the IRS Code. Congress did not define it. Income has always been defined by the Courts as to exclude wages. TAX LAW ORIGINS AND AUTHORITY Congress has had power to lay and collect income taxes from the time of the adoption of the Constitution, (Brushaber v. Union Pacific R.R. Co., [N.Y. 1916] 36 S.Ct. 236, 240 US 1). This power was subject to the requirement that direct taxes be apportioned among the several states according to population (Pollock v. Farmers Loan and Trust Co., [N.Y. 1895] 125 S.Ct. 673, 157 US 429). The adoption of the Sixteenth Amendment to the Constitution (effective Feb. 25, 1913) giving Congress power to: "Lay and collect taxes on income, from whatever source derived, without apportionment among the several states, and without regard to any census or enumeration" Evens v. Gore, [Ky 1920] 40 S.Ct. 550, 253 U.S. 245, Kasey v. C.I.R., [C.A. 91972] 457 F2d 369, Cert. denied 93 S.Ct. 197, 409 U.S. 869 It did not limit or expand the power of Congress to tax under the constitutional provisions authorizing Congress to lay and collect taxes but instead merely provided for taxation of income without apportionment (Brushaber v. Union Pacific R.R. Co., [N.Y. 1916] 36 S.Ct. 236, 240 U.S. 1, 60 L.Ed. 493; Simmons v. U.S., [CA Md 1962] 308 F2d 160). The Brushaber court ruled that the 16th Amendment separated the source (capital) from the income (profit) permitting the collection of an indirect (excise) tax on income, but leaving the source (wages, salary, compensation, fees for service, first time commissions and capital) untouched and free of tax. If these things were to be taxed, it could only be construed as a direct tax, unquestionably in violation of the Constitution, making the entire tax in income void. There still remains the question as to what is constitutionally allowable as "income" which can be taxed, as Congress is not constitutionally free to define "income" in any way it chooses (Simpson v. U.S., [D.C. Iowa 1976] 423 F.Supp. 720, reversed on other grounds, Prescott v. Commissioner of Internal Revenue, [C.A.] 561 F2d 1287). Further, the labels used do not determine the extent of the taxing power (Simmons v. U.S., [C.A. Md. 1962] 308 F2d 160; Richardson v. U.S., [C.A. Mich. 1961] 294 F2d 593, cert. denied 82 S.Ct. 640, 360 U.S. 802, 7 L.Ed.2d. 549). To reiterate; the tax authorized under the original U.S. Constitution has not changed except as to separate the source of "income" from the income itself permitting the collection of an indirect (excise) tax on income by leaving the source (wages, salaries, fees for service, and first time commissions) free of tax (Brushaber, supra.) despite how some politicians interpret the 16th Amendment. NOTE: The Brushaber court referred to an earlier case, Pollock v. Farmers Loan and Trust Co., 158 U.S. 601 [1895] which declared the Income Tax Act of 1894 unconstitutional, as it's effect would have been to leave the burden of the tax to be born by professions, trades, employments, or vocations; and in that way, what was intended as a tax on capital would remain, in substance, a tax on occupations and labor. This result, the court held, could NOT have been contemplated by Congress. Since the general term: "income" is not defined in the Internal Revenue Code, (U.S. v. Ballard, [1976] 535 F2d 400) and the U.S. Supreme Court has ruled the Congress may not, by any definition it may adopt, conclude the matter, since it cannot by legislation alter the Constitution, from which alone it derives it's power to legislate, and within whose limitations alone, that power can be lawfully exercised (Eisner v. Macomber, [1920] 252 U.S. 1889). Since the Rules contained in the I.R.S. Manual, even if codified in the Code of Federal Regulations, do not have the force and effect of law (U.S. v. Horne, [C.A. Me. 1983] 714 F2d 206) and the power to promulgate regulations does not include the power to broaden or narrow the meaning of statutory provisions beyond what Congress intended (Abbot, Procter & Paine v. U.S., [1965] 344 F2d 333, 170 Cl.Ct. 408) and regulations cannot do what Congress itself is without power to do; they must conform to the Constitution (C.I.R. v. Van Vorst, [C.C.A. 1932] 59 F2d 677). Since the ultimate Appellate Court is the U.S. Supreme Court, we must look to that Court for a definite answer on the question of conformance and affirmation that Wages are not classified as income which can be taxed. The Court has recognized that: "... It becomes essential to distinguish between what is, and what is not `income' ..." Eisner v. Macomber, [1920] 252 U.S. 189 and determined that: "... `income' as used in the statute should be given a meaning so as not to include everything that comes in, the true function of the words `gains' and `profits' is to limit the meaning of the word `income'" (So. Pacific v. Lowe, 238 F. 847); (U.S. Dist. Ct. S.D. N.Y. 1917); (247 U.S. 30 [1918]) The Court determined that: "... the definition of income approved by the Court is: `The gain derived from capital, from labor, or from both combined, provided it be understood to include profits gained through sale or conversion of capital assets.'" Eisner, supra. "Income within the meaning of the 16th Amendment and the Revenue Act means, gain ... and in such connection gain means profit ... proceeding from property severed from capital, however invested or employed and coming in, received or drawn by the taxpayer for his separate use, benefit and disposal" Staples v. U.S., 21 F.Supp. 737, (U.S. Dist. Ct. EDPA, 1937) In the case of Lucas v. Earl, [1930] 281 U.S. 111, the U.S. Supreme Court stated unambiguously that: "The claim that salaries, wages and compensation for personal services are to be taxed as an entirety and therefore must be returned by the individual who has performed the services which produced the gain is without support either in the language of the Act or in the decisions of the courts construing it. Not only this, but it is directly opposed to provisions of the Act and to regulations of the U.S. Treasury Dept. which either prescribe or permit that compensation for personal services be not taxed as an entirety and be not returned by the individual performing the services. It is to be noted that by the language of the Act it is not salaries, wages or compensation for personal services that are to be included in gross income. That which is to be included is gains, profits and income DERIVED from salaries, wages or compensation for personal service." [Emphasis added] The Court ruled similarly in Goodrich v. Edwards, [1921] 255 U.S. 527 and in 1969, the Court ruled in Conner v. U.S., 303 F.Supp. 1187, that: "Whatever may constitute income, therefore must have the essential feature of gain to the recipient. This was true when the 16th Amendment became effective, it was true at the time of Eisner v. Macomber, supra, it was true under sect. 22(a) of the Internal Revenue Code of 1938, and it is likewise true under sect. 61(a) of the I.R.S. Code of 1954. If there is not gain, there is not income .... Congress has taxed INCOME and not compensation." "... one does not derive income by rendering services and charging for them." Edwards v. Keith, [1916] 231 F. 111 Even at the state level, we find courts following the lead of the U.S. Supreme Court: "There is a clear distinction between profit and wages or compensation for labor. Compensation for labor cannot be regarded as profit within the meaning of the law." Oliver v. Halstead, [1955] 196 Va. 992, 86 S.E.2d 858 and: "Reasonable compensation for labor or services rendered in not profit." Lauderdale Cemetery Assoc. v. Matthews, 345 Pa. 239, 47 A.2d. 277, 280 [1946] Since the above cases are the undisputable law with respect to what is or is not income, we find the word "income" does not mean all monies that come into the possession of an individual, but profit or gain FROM the money one takes in, such as interest, stock dividends, profit from an employee's labors, but not from an individual's wages, which are compensation for his labor. This means that the average person in America, who has no large investments or riches upon which he receives interest, dividends, etc., in excess of the amounts listed above (1992) but merely works for wages, has income insufficient in amount to be required to file a tax return. .
Income tax query regarding PA and IL? Hi, I would really appreciate if you could help me with my tax situation. I am an IT consultant/contractor and my employer is based in Schamburg, Illinois. Since I am a contractor I am working at a client location in Lansdale PA. For the full year of 2006 I lived and maintained residence in PA only. My taxes were deducted from my paychecks for the state of Illinois only. Now when I am filing my returns, since I am a full year resident of PA, I owe taxes to PA. Questions 1: Can I get a full refund from Illinois?? Even though I was employed by a company there, I didn't maintain a residence there or live there. I was told that there is no reciprocal agreement between IL and PA and hence I cant get a refund from IL and have to pay taxes to PA as well. I am not sure if this is true. Is my pension considered a seperate item of income that cannot be used to determine additonal taxes on S.S.? the IRS in Texas- a community property state.it appears they are applying their guidelines for marital property by insisting that my pension be calculated with my husbands social security,His own pension and wages to determine if HIS social security benefits are further taxable.According to publication 555,pages 2,3,4 benefits are taxable to the person whose NAME it is or OWNED by. I take this to mean;HIS social security benefits,His wages and HisPension determines whether His social security benefits are further taxable. I don't receive social security. I receive a Pension in my NAME which is taxable to me and is not community property for tax purposes just because we share [the same reporting line] on form 1040,16b, and because of where we are domiciled.Being married and filing a joint return in the state of Illinois{non-community proprty state][ permits me to make this adjustment because the social security is not taxable to me. only if spouses totaled income exceeds the limit ..? Taxes for a sole proprietor? I live in Illinois. I have an EIN number but I will never have employees. I have an IBT number (Illinois sale tax number). As you know, I need this number to buy items from legitimate drop shippers. Then, I will sell the items I bought through the drop shippers, on eBay. That is it. I have three simple questions. What form do I fill out to pay my taxes? (https://www.revenue.state.il.us/app/stii/ - is this it?) What is the tax percentage that I deduct from my income? How often do I need to fill out the form and/or how much do I need to make to fill out the form? I got some IRS letters and info, but they are no help. They are quite alien. I am aware that I should get a tax accountant, but I am much to busy for that (I barely had time to write this). I think these questions are simple enough anyway. How screwed am I when I do my taxes? Any advice? I live in Illinois and work in Missouri, and my employer didn't withhold ANY state taxes throughout 2007 (even though I specifically requested the deduction several times). As of my last check, my gross pay is about $25,000 and my federal withholdings are about $3,000. (I have a much better job starting in January.) Unfortunately, as I am under 25 and don't have any children, I don't qualify for any earned income credits or child tax credits. I have, however, paid well over $2,500 in student loan interest throughout the year and purchased a home in May. Your opinion Congressional study shows illegal immigrants sap tax dollars ? A study by the U.S. Congressional Budget Office released Tuesday backs up the view that undocumented immigrants sap more tax dollars than they provide, especially in education, health care and law enforcement. The study pulled together reports from the past five years, using data from sources including the Pew Hispanic Center, the Rand Corp., the U.S. Department of Homeland Security and various universities. The Congressional study also incorporated facts from states, including Arizona, but its authors acknowledged there was no aggregate estimate that could be applied to the entire country. The report says that in 1990, 90 percent of undocumented immigrants primarily were in six states: California, Florida, Illinois, New Jersey, New York and Texas. By 2004, undocumented immigrants had increased tenfold in other states, most notably Arizona, Georgia, North Carolina and Tennessee, according to statistics from the Pew Hispanic Center. The report estimates there are 12 million undocumented immigrants nationwide. Of those, 60 percent are uninsured and 50 percent of the children are uninsured. Again using 2004 statistics from the Pew Hispanic Center the average income of undocumented immigrants was $27,400 while Americans earned $47,800. The difference puts undocumented immigrants in a lower tax bracket, thus reducing the amount of federal and state income taxes generated. The study also showed that while undocumented workers represented just 5 percent of state and federal service costs, their tax revenue did not offset the amount spent by government. The authors of the study stated that, "the general consensus is that unauthorized immigrants impose a net cost on state and local budgets. However, no agreement exists as to the size of, or even the best way of measuring, that cost at a national level." Do I fill out income tax or not? I wanted to start a self-employed, small eBay business. In order to buy items from wholesalers I needed a sales tax ID number. So I got my IBT number (Illinois Business Tax number). Consequently, I have to fill out a ‘sales tax’ form every month, but I don’t have to pay anything since I haven’t sold anything yet (I know you only pay this tax whenever you sell to someone in your state). Also, I have to worry about income tax, and income tax is what I am concerned about. Currently, I am unemployed, and I have not started the eBay business yet. Therefore, I’ve made no income through eBay/IBT number. Since I am a self-employed ‘ebayer’ and have made no income, what am I to do about my IL-1040, income tax? State Tax question? I e-filed my federal and ohio state tax already. But I worked in illinois for 3-4 months and had income there. I never established residency and filing it under non-resident. My problem is that I can't e-file illinois state return because it's my first time filing and you must mail it in. I think from what i gathered I need a IT1040 and a scheduling R form or something. I need help with my w-4 tax form? I am a single mother of two, I've always filed as Head of Household and had no issues filing that way in the past, however I moved from Illinois to California and am noticing that there is no Federal and State income taxes being deducted from my pay. Two other women at my company have also noticed this and I've since called our payroll dept to get this straightened out. When I began working for my company and filled out my w-4, I did notice that the amount I was claiming seemed a lot to me, but that was the way it all added up.. UGH! Barack Obama's Plan Support Working Families Provide a "Making Work Pay Tax Cut" for America's Working Families: American people work longer and harder than those in any other wealthy nation in the world. But their hours are getting longer and their wages aren't getting any higher. In addition they are being squeezed by rising health care, education and energy costs. Rather than relieving the burden on working families, the current administration has provided tax cut after tax cut to the wealthiest Americans and enacted tax breaks for the most well-connected corporations. Barack Obama will restore fairness to the tax code and provide 150 million workers the tax relief they deserve. Obama will create a new "Making Work Pay" tax credit of up to $500 per person, or $1,000 per working family. This refundable income tax credit will provide direct relief to American families who face the regressive payroll tax system. It will offset the payroll tax on the first $8,100 of their earnings while still preserving the important principle of a dedicated revenue source for Social Security. The "Making Work Pay" tax credit will completely eliminate income taxes for 10 million Americans. The tax credit will also provide relief to self-employed small business owners who struggle to pay both the employee and employer portion of the payroll tax. The "Making Work Pay" tax credit offsets some of this self-employment tax as well. Provide a Living Wage: Barack Obama believes that people who work full time should not live in poverty. Before the Democrats took back Congress, the minimum wage had not changed in 10 years. Even though the minimum wage will rise to $7.25 an hour by 2009, the minimum wage's real purchasing power will still be below what it was in 1968. As president, Obama would further raise the minimum wage, index it to inflation and increase the Earned Income Tax Credit to make sure that full-time workers can earn a living wage that allows them to raise their families and pay for basic needs such as food, transportation, and housing -- things so many people take for granted. Expand the Earned Income Tax Credit: In both the Illinois State Senate and the U.S. Senate, Obama has championed efforts to expand the EITC, which is one of the most successful anti-poverty programs to date. As president, Obama will reward work by increasing the number of working parents eligible for EITC benefits, increasing the benefit available to parents who support their children through child support payments, and reducing the EITC marriage penalty which hurts low-income families. Under the Obama plan, full-time workers making minimum wage would get an EITC benefit up to $555, more than three times greater than the $175 benefit they get today. If the workers are responsibly supporting their children on child support, the Obama plan would give those workers a benefit of $1,110. Expand Paid Sick Days: Half of all private sector workers have no paid sick days and the problem is worse for employees in low-paying jobs, where less than a quarter receive any paid sick days. Barack Obama will require that employers provide seven paid sick days per year. Expand the Family and Medical Leave Act (FMLA): The FMLA covers only certain employees of employers with 50 or more employees. Barack Obama will expand the FMLA to cover businesses with 25 or more employees. Do I have to file an income tax return in both Illinois and Wisconsin? I lived and worked in Illinois from January 1, 2008 until March 31, 2008. Then I moved to Wisconsin, but kept the same job that I had while living in Illinois. I know that Illinois and Wisconsin have a reciprocal agreement, but I am unsure whether or not I need to file returns in both states as a part-year resident. I did not earn any income from Wisconsin and only Illinois tax was withheld from my wages. If I need to file in both states, do I count the portion of income I earned while living in Wisconsin as taxable in Wisconsin? Any help would be greatly appreciated.

But what's interesting, and almost never discussed, is that he built his entire legislative record in Illinois in a single year...... Should marijuana be legalized? Really, what is wrong with the so called "drug" ?? Not a damn thing....it's not a drug its an herb and totally %100 all natural.. There are many reasons for having cannabis legalized. One of the many reasons would be how we (the taxpayers) would save billions of dollars a year if drug enforcement was lessened due to the should-be legal drug. As of 1993 on just law enforcement alone of drugs the United States spent 13 billion dollars. If we were to legalize cannabis we would save about 3.3 billion dollars thus reducing the cost of drug enforcement down to around 10 or so billion dollars. I’m sure the average American would prefer those funds and resources diverted to something more important, such as CIA or the FBI. Imagine all the other important crimes ATF (Alcohol, Tobacco and Firearms) could be cracking down on rather then this phony “Drug War.” I’m sure your wondering where I got these figures of the cost of our drug enforcement; I received the information off of the federal financial analysis of legalization that came from Theodore R. Vallance, Former Chief of the Planning Branch of the National Institutes of Mental Health. Just think how much manpower is wasted on frivolous drug crimes. While agents of our many alphabet organizations are chasing down heavy marijuana sellers we divert our time and money on the wrong problems. With marijuana being legal the price of cannabis lowers dramatically and the drug cartels lose all their power due to no money. The only reason why the drug lords are powerful is because of the United States branding it illegal and by doing so made the worth of hemp sky rockets on the black market. By passing legislation to legalize cannabis it would also free up our already overcrowded jail system and save us all on taxpaying. In 1998 the Chicago Tribune researched into how much it costs Illinois taxpayers for the jailing of people convicted of drug crimes related to marijuana. It costs 25,621 dollars to house one criminal for a drug crime per year. Meanwhile the average Illinois resident only pays around 1,170 dollars worth of yearly state personal income tax. That means that it would take you and 20 of your fellow residents to pay for one person serving a jail sentence for a drug crime. Now, if that isn’t ridiculous I don’t know what is. NORML (National Organization for the Reform of Marijuana Laws) reports that in the state of California alone that marijuana accounts for 15,000 felony crimes costing the state 100 million dollars. My fellow Americans, if this is the cost of drug enforcement of marijuana on one state out of 50 just envision how much it is costing our country on the whole.

Employment is a broad economic indicator, and last Friday’s less-than-stellar report deserves attention. But another monthly BLS report on regional and state employment offers a view of the jobs market through an alternative lens. In particular, this report allows one to compare employment growth between the so-called Blue and Red states. Political pundits identify 18 bona-fide Blue states, which backed Democrats Al Gore in 2000 and John Kerry in 2004, and 29 clear-cut Red states, which supported Republican President George W. Bush both times out. Blue states are said to be “liberal,” and Red states “conservative.” But there might be another reason to term certain states “blue”: weak employment growth in a period of expansion. Total Blue-state employment growth has been only 3.3 percent during the current expansion, which began in November 2001, compared with the U.S. rate of 5.5 percent. Meanwhile, total Red-state employment growth has been 7.5 percent, more than double that of the Blue states. In baseball terms, one might say the Blue team is hitting only 5-for-13 for a mere .277 average, while the Red team is slugging 18-for-29 for a league-leading .621. Here’s a closer look at the stats: Job growth has trailed the U.S. average in 13 Blue states. California, the largest Blue-state labor market, fell behind by the narrow margin of less than a half-percent, while growth has been slower in Rhode Island (5%), Minnesota (4.1%), Wisconsin (3.1%), New York (2.8%), New Jersey (2.7%), Pennsylvania (2.7%), Vermont (2.3%), Maine (2.1%), Connecticut (1.5%), Illinois (1.1%), Massachusetts (-0.2%), and Michigan (-5%). The job losses in Michigan and Massachusetts have been the most severe, falling below 2001 levels. Regionally speaking, this blue-streak continues. The Great Lakes, Mid-Atlantic, and New England regions, all predominantly Blue, have trailed the U.S. jobs-growth average. The only Blue region to beat the average has been the West, fueled by above-average jobs gains in Hawaii (15.2%), Washington (9.5%), and Oregon (9%). Two other Blue states — Delaware (5.8%) and Maryland (6.1%) — also have bested the U.S. average. Now for the Red team: Of 29 certified Red states, a full 18 have topped the U.S. jobs-growth rate. 1040 Checkmate!? 1040 Checkmate! DOJ Dismisses Felony Tax Prosecution -- With Prejudice -- After PRA Defense Raised Evidence OMB Complicit In Income Tax Fraud DOJ & IRS Petitioned To Explain On May 12, 2006 in Peoria, Illinois, the attorney for the U.S. Department of Justice (DOJ) begged the court to dismiss all charges against IRS victim Robert Lawrence in federal District Court. The motion for dismissal came on the heels of a surprise tactic by Lawrence’s defense attorney Oscar Stilley. The tactic threatened exposure of IRS’s on-going efforts to defraud the public. The move put DOJ attorneys in a state of panic that left them with only one alternative: beg for dismissal, with prejudice. Stilley’s tactic paid off. Sixty days earlier, the DOJ had indicted Lawrence on three counts of willful failure to file a 1040 form, and three felony counts of income tax evasion. The federal Judge dismissed all charges with prejudice, meaning the DOJ cannot charge Lawrence with those crimes again. The trial was to have started on Monday morning, May 15th. On Wednesday, May 10, Stilley mailed a set of documents to the DOJ in response to DOJ’s discovery demands. The documents revealed to DOJ for the first time that Lawrence was basing his entire defense on an act of Congress, 44 U.S.C. 3500 – 3520, also known as the "Paperwork Reduction Act" (PRA). In Section 3512 of the Act, titled "Public Protection," it says that no person shall be subject to any penalty for failing to comply with an agency’s collection of information request (such as a 1040 form), if the request does not display a valid control number assigned by the Office of Management and Budget (OMB) in accordance with the requirements of the Act, or if the agency fails to inform the person who is to respond to the collection of information that he is not required to respond to the collection of information request unless it displays a valid control number. In Section 3512 Congress went on to authorize that the protection provided by Section 3512 may be raised in the form of a complete defense at any time during an agency’s administrative process (such as an IRS Tax Court or Collection and Due Process Hearing) or during a judicial proceeding (such as Lawrence’s criminal trial). In sum, the PRA requires that all government agencies display valid OMB control numbers and certain disclosures directly on all information collection forms that the public is requested to file. Lawrence's sole defense was he was not required to file an IRS Form 1040 because it displays an invalid OMB control number. Government officials knew that if the case went to trial, it would expose the fraudulent, counterfeit 1040. They also must have known that a trial would expose the ongoing conspiracy between OMB and IRS to publish 1040 forms each year that those agencies knew were in violation of the PRA. That would raise the issue that the Form 1040, with its invalid control number, is being used by the Government to cover up the underlying constitutional tort -- that is, the enforcement of a direct, unapportioned tax on the labor of every working man, women and child in America. Any information collection form, such as IRS Form 1040, which lacks bona fide statutory authority or which conflicts with the Constitution, cannot be issued an OMB control number. If a control number were issued for such a form, the form would be invalid and of no force and effect. Under the facts and circumstances of the last 24 years, it is safe to say that IRS Form 1040 is a fraudulent, counterfeit, bootleg form. Government officials responsible for this fraud should be investigated and face indictment for willfully making and sponsoring false instruments. Caught between a rock and a hard place, the DOJ and IRS decided not to let the Lawrence case proceed because it would reveal one critical and damning fact: The PRA law protects those that fail to file IRS bootleg Form 1040 The DOJ knew that it stood a significant chance of losing the case, and if that happened, the press and others would quickly spread the word, and leave only fools to ever file a 1040 again. Oscar Stilley’s pleadings and documents made these points quite clear: * IRS Form 1040 violates the federal Paperwork Reduction Act (PRA) and is therefore a legally invalid form. * Under the Public Protection clause of the PRA, no person can be penalized for failing to file a 1040 if the IRS fails to fully comply with the PRA. * The PRA statutes explicitly provide that a PRA challenge is a complete defense and can be raised in any administrative or judicial proceeding. * The IRS Individual Form 1040 has not and cannot comply with the requirements of the PRA because no existing statute authorizes the IRS to impose or collect the federal income tax from individuals. That lack of bona fide authority makes it impossible for IRS to avoid violating the PRA. She left when My oldest was a little over a year old and my youngest was three months old. It's been over 8 years and she still refuses to pay. The state of Florida is trying to enforce my child support. They suspended her driving license and will take her taxes, if she ever files. Taxes and Tuition? Okay i have never done this before. In 2007 i completed my second year of college. My income for the year is about 11,000 and my total tuition i payed out with out books is about 2500. I was told there is a way on your taxes to file that you get all the tuition back in your return. I gave $2000 earnest money to a woman who was selling her house? The offer/contract was good for 30 days. My loan was not approved within the 30 days, because I had to wait on my income tax return to be completed (self-employed) and the bank needed it to show proof of income. On the 30th day, I asked her for an extension, but she said we had to "start all over" meaning that she would not count the $2000 I had already given her toward the purchase price. How to handle grad student fellowship 1099-MISC while studying in IL, but a WI resident.? I'm a grad student studying in Illinois, but I'm still a Wisconsin resident. I received a fellowship, and my stipend income is reported on a 1099-MISC, which according to my school's fellowship office is treated as a gift that I didn't technically have to do any work to receive. Thus, it must be treated differently than wages. Wisconsin has a reciprocity agreement with Wisconsin so that taxes on wages of IL non-residents can be paid to WI. Unfortunately, I took this route last year, paid estimated taxes throughout the year to WI, and was about to do the same thing this year until I read a little line in the IL tax code stating that the reciprocity only extends to wages. Can anyone confirm that I must in fact pay taxes to IL for this fellowship, rather than WI?
